DOH amends rules to allow pre-rolls at cannabis dispensaries – Spectrum News

HONOLULU — The Department of Health amended the rules to allow licensed medical cannabis dispensaries to make and sell pre-rolled joints. The rules will go into effect Friday. 

According to a DOH news release, pre-rolls will benefit patients with limited manual dexterity who have found inhalation is the most effective form of delivery. 

“However, because many of the same cancer-causing compounds in tobacco smoke are also found in burning cannabis, smoking of cannabis is harmful, and a safer alternative is using a vaporizer,” the DOH press release said. 

DOH noted other manufactured cannabis products allowed at the 24 licensed dispensaries include edible products, ointments and lotion. 

The new rules stipulate only cannabis flowers may be added to the pre-rolls and the rolling paper and filters must be plain and unbleached.
